Ever watching eyes : mass surveillance comes to mind and, to me, it's frightening because people may realize it's potential dangers only when it's too late.

According to Wikipedia : Mass surveillance is the practice of spying on the population. It has equally often been criticized for violating privacy rights, limiting civil and political rights and freedoms.
