I've heard/read of AVIedit (shareware) VirtualDub (Free) and ABC VideoRoll (Free -also can add sound files) which do the job fine. GIF Animator 5 can import-export still-images or animations at what was/is a reasonable $29.95 retail. Sorry I don't have URL's handy but search on the names should take you to the sites.
