Be difficult but not impossible. You would have to use terrains probibly. It's almost beyond Vue though but depends how much time you spend on it is my guess. I'd say it possible with a lot of work and good planning. To get good wave effects easily you need a much more expensive program. Haven't really found anything that is not possible in Vue though. Sometimes difficult but not impossible. Sometimes simple is better too, like you could use two terrains and move them up and down alternatly and use different fog splash effects on the shores. Like you can get a fountains water to spray properly so there is no reason why you can't use the same idea on a shore. Every single thing in Vue can be animated. I think the Mover addon makes it even easier.
