Here's Daz's own words on how V3 is packaged - Victoria 3 is a modular product, designed for effective upgrades and add-ons, both by DAZ and third party developers. With a higher resolution mesh and more extensive morphs, V3 would weigh in at about 75 MB if it were all one product, and of course this would coagulate the average dial-up download. So DAZ makes this feasible by breaking V3 down into three saleable products. This serves a dual purpose: it makes for a smaller downloadable packet at an economical price, and it also gives the user the choice to purchase only the morphs they want at the time.
