Perhaps if we knew more about the issues you are facing regarding a new and more equitable system, we would be more capable of coming up with better solutions/suggestions? I do not mind sharing ideas, etc, but there has to be a two-way communication for anything to work out. The biggest issue seems to be clone accounts. Since R'osity has publicly stated that they have methods of finding some cloned accounts, perhaps that could be useful in assisting with the voting? I do not expect a full disclosure of internal operating procedures (since that would also assist the clones), but some level of resources or what we have to work with would be beneficial. There is never going to be a 100% foolproof system, but there should be a happy medium somewhere.
