We are in the midst of publishing an FAQ of this issue on our website, we apologize for not having it out sooner. But for what's in question here: Yes, the Victoria 3.0 cr2's (prior to morph injection) are redistributable for use in creating and/or distributing products that complement Victoria 3. There are some things that developers will need to be aware of in developing competing products, just as with Victoria 2.0, etc. but this will be addressed more in the FAQ as well, so I won't throw my limited knowledge at that right now.
