There are a few ways to make really good clouds. What I find myself using a lot, besides Flaming Pear's Glitterato, is the Sky Effects filter in KPT 6. Also, ULead has a nice little plug in called Particle which makes very nice clouds, as well. And finally, Photoshop has an innate filter which also works well. I hope this helped.
