Lol, you spent $150.00 (upgrade) and then didn't install it yet? Photoshop is pretty much like any piece of software, it only does what you tell it. It's not truly that one version is better than the other, it's what the artist can do that really matters. Actually, It's just about the only thing that matters. Although, I will say the Heal brush in Photoshop 7 is voodoo magic amazing. It makes my producing seamless tiles seem like cheating it's so easy.
