The only thing I used the setup room for was to add the bones. Each segment is a body part with a total of 35. There is a "center" with 17 segments to the right and 17 to the left. If it's required to have multiple segments per body part then maybe that's the problem. I want to be able to pose the figure exactly like I want which is why I went with the individual segment per body part. I must say I find it confusing that parenting works perfect on everything but the last segments (problem occurs on both ends).
