*What new engineering standards?*OS X has different UI guidelines than OS 9, e.g. how you have to respect the Dock, a few new or changed hotkeys, etc. Also, there are changes on the backend, like support for UFS. Some API calls from the classic MacOS toolbox are not present in OS X at all.
Yes, carbonizing does not require a complete rewrite. But it does require quite some work nonetheless.
