It's called a "comb-over". Unlike the rysler equivalent of "noise-maker", which was just a sort of default terminology, this is a definite name. (I know because I have one!)

Comb-over? well that's a nice descriptive name. Erhm and now I'm glad I didn't write what I was about to write, since I wouldn't want to insult you or anyone else, Ockham ;o)

Here in England it is often called 'the baldy man' after a character in a comedy series. He kept combing the hair over his bald patch and then the wind would blow it off. He also starred in a famous advert for Hamlet cigars, smoking one whilst sitting on the toilet, to the tune of Bach's Air (popularly called "Air on the G String"). And that concludes Elgyfu's English Pop Culture History lecture for the evening.

When I was a teenager, the father of a friend had a comb over. He sprayed it to death with hairspray to keep it place. One day the a wind gust lifted it up like an airplane wing and bent it over backwards. The poor guy was so embaressed, and all we could do was laugh (his wife the loudest). Now that I've gone that way, I just shave it all to the skin. If you're bald, flaunt it. Sometimes a pretty girl lies and says she thinks it sexy... Ah, lost youth.

L pdxjims... I prefer bald to combed-over ANYTIME Bald IS actually sexy. When it's done properly. Look at Sean Connory, or Patrick Stewart sigh THEY'RE sexy....

Yup, that's a comb over, alright.
My folks divorced when I was less than a year old and I didn't actually "meet" my dad until I was 13 or so. By this time the old man was bald as an egg on top, but still had a nice crop on the sides and back. His clever strategy was to grow it almost shoulder length on one side and whip it up, up and over the bald area (usually assisted by various hairsprays, pomades, gels...God only knows what else) and sort of 'weave' it into the other side. There were always gaps where shiny bald skin shone through, and these gaps would of course get sunburned.
Some of my fondest memories of the old man involve him climbing out of the pool with short, neatly trimmed hair on one side of his melon and this long, wet curtain of hippie-length hair on the other...all crowned by a two-tone red and white tiger-striped dome. When I eventually go bald (at the ripe old age of 38 it's already starting), I plan on wearing the remains of my mane cropped velvet short or, better still, just buying a hat.
For years, I think NYC mayor Rudy Giuliani had the most famous comb-over in the USA. He recently stopped combing over, and looks a heck of a lot better now. The problem with the comb-over is that it inspires cynical snickers. It looks like the guy is trying to hide his natural balding, but only calls more attention to it by trying to cover it. IMO people age gracefully when they accept their inevitable changes. [He tells himself as he gets his first gray hairs at the temples...]
