I found that by changing NAPT and firewall settings on my modem the site sometimes starts working again. Also, turning the switch/modem off and restarting helps from time to time. release/renew helps from time to time and sometimes I just have to have the admins reset my IP address. One thing that I did learn is that after a ton of page accesses (40 in a 24 hour period), osity may recognize you as a clone and deny access. Apparently this is because my machine doesn't release the previous page. I was told to check for viruses, did that, there aren't any. When the admin resets my IP, or it gets reset from release/renew, etc, the site often starts working again.
