CorrectReference is currently being hosted on The Netherworks site. Further to what SamT wrote, when a texture is missing or in the wrong place, poser goes through every folder under textures looking for the texture it wants, but it has a nasty habit of keeping the folders open so when PBooost tries to switch banks it can't because Poser still has hold of them. Once CorrectReference is used on the library folders Poser no longer has to hunt the texture it goes straight to the right folder without opening every other folder hence no more locked folders.
