2d pic on the left, terrain on the right. I used the image you posted without alteration. To create a 2d pic, pick the "Leo" icon on the create menu, then load in your pic. For the terrain, create a terrain, and in the terrain editor increase the resolution, load in your picture via the picture menu, smooth a few times and you'll have your terrain object. I inverted the terrain and used clipping on it to get the version you see here. Hope this helps.
