The problem here is that the ring is parented to the head, there is no eyebrow to parent it to. So, when you raise the eyebrow, the position reference for the ring doesn't change - it's still parented at XYZ, even though the eyebrow is now at XYZ1 The only fix I can think of for this would be to physically move the rings up to the new eyebrow position.
