Textures are normally in .Mat format. You can import them by going into the material labrary and click on the text "import" at the bottom of the library window. Select the .mat file and open it. The texture will be loaded in the library tab that is currently open. To import a .obp file you do the same, but then in the object library because .obp's are models. If the texture is on the model you can select the model with the texture you like and go to the material editor. Then you enter the texture library again and click on "add". You can then give a name and subtext to your texture and it will be added to your texture library so you can load it onto any object you like.
