How did u achive thos effects? I.e. cell shading, blur, background, shine, etc.

Cell shading was done in Poser Pro Pack, the blur was done in post using Vegas Video as were the light effects. The background was done in Vue d'Esprit...

what settings were used to achieve cell shading? Can u plz explain.

The process itself is a bit involved and one day I'll put together a tutorial, but in the meantime I'd recommend checking out SnowSultans Anime tutorial. You can't go wrong there...
