You can also download Rubio's Sarong and see how he did the bone structure (as well as use it in your figure). The hardest part for me is assigning the polygons to each bone properly. I'm getting fair at making the objects, but boning it to conform is a right pain. UV Mapper helps a lot. A sarong will probably need 5 or 6 bones to be well conforming: hip, abdomen, lButtock, rButtock, lThigh, and rThigh. Each name must match exactly to the group of polygons you've created. I agree start with making everything part of the hip, and take it at need from there. Here's the link to Rubio's website. He is one awsome modeler.
