It is frustrating. Any time you touch the lights, they all go into animating mode, and they all circle around madly like luminous bees. Try my little Python script Lights Still. It simply eliminates all keyframes for all lights, so that the position of all lights at Frame 1 holds still through the rest of the animation. (Of all the plain and fancy scripts I've written, this is the one I actually use the most by a long shot.)
