It goes in your Poser 4/Runtime/Libraries/face/**** folder (where **** folder is whatever you want to call it), and you apply it to your figure like a pose. It then loads the animation frames for the text/speech. It may ask if you would like to add frames, it may not. You would have to import the sound file separately. Mimic makes it a lot easier as it imports your sound file along with the animation frames. If you want to do a lot of lip-syncing, I would recommend Mimic, I have it and it is easy to use and gives good results.
