The Gimp forum ;) I mainly use the Gimp, which is distributed freely with Linux, or there is a version ported to windows that you can link to through www.gimp.org. It's quite powerful, and comparable to Photoshop, even though it's free. Freehand and Illustrator are starting to become somewhat better - I think Freehand is the better of the two, however.
