It's moire. The way I deal with it: Scan the image about 10x times the size you're gonna use it. Use Dust & Scratches on Photoshop @ 2 to 5 pixels, then reduce the image to the size you will use. Sharpen Edges on it. This always worked fine, since Photoshop 1.0.
