Here's what I would do (not necessarily the correct way to do it, but what the hell)... Set the head to a mid grey colour, no texture, no hair. IMO, a likeness should come mainly from the shape, not the texture. Inject all the head morphs. You never know when you may need them. Work on the general shape first, roughing out the basics. Make sure you get things like the nose height, lip size, brow shape more or less accurate before you start to work on the details. Keep refining. Don't break anything.
