I tried to get a medium shade of grey using your HEX (808080) and found that PS doesn't like that. It swaps it for 999999 for a lighter match or 666666 to match your darker swatch in your screencap. I can't tell if you have the option "Only Web Colors" checked. Does this happen with different shades of grey??

What GODspeed was talking about is the little icon in the upper left of your screen. It's caused by clicking on the SLICE icon in the tool bar and it will stay there (the little icon that is) until you go to VIEW --> SHOW --> SLICES and toggle it off.
