The rain will suck until you apply a motion blur. Render the rain separately as it's own file, on a black bacground. Make sure the drops are fairly visble. Then use this animation and composite it over the other scene and apply the motion blurring to the rain layer only (in after effects anyways....) Hope this helps some...
