It is in Marketplace. Anything that keeps you from having to use the animation graph pallete is an attractive possibility. I can never seem to get the shoulders and neck right on the motion capture import files. There are a lot of settings but that may give you more control over the final result. I think it is fairly new but hopefully someone has actual experience with it. Still it looks promising for getting rid of the shoulder/neck problem.
