The downloaded characters are based on the Victoria1/2 mesh, and so pretty much require that mesh in order to work. The readme for the character/s should indicate which is required. While you MIGHT get away with using the victoria1 model (cheapest) it is unclear to me when and how this error is occurring, so it could well be that your character/s require some feature or features of the later, more expensive Victoria2.
