You don't. While ProPack can use .bum's, it will not convert a .jpg into a .bum file. As ProPack can use .jpg's for bump maps, just use the .jpg instead. If it is a MAT pose file that is calling for the .bum, then just take the MAT pose into a text editor and do a find/replace of .bum with .jpg and you should be all set.
