It looks to me more of a welcome-newcomers convenience feature. Introduces and collects some stuff for newbies that they'd otherwise founder around a while before finding. Nice idea. Every new feature can't be oriented towards longtime members. Some of the stuff there I didn't stumble across until I'd been an occasional visitor here for some months.
