Tablets are recognized as "Human Interface Devices", and when plugging the tablet in, that should be the first thing that pops up (without the Wacom drivers installed). With this, the tablet should function as a simple pointer, no pressure sensitivity or pointer acceleration. If you can, try installing the drivers without the tablet being plugged in.
