Take the water plane up higher and decrease the texture scale to where it looks the same. The reflection will be diffused out by the distance. Even if its still there you can raise the plane enough to where the reflection from the fish will be out of camera view. That way you can keep the reflection sparkle. Click the little A channel ball on both the transparent and transparency channels in the material settings. The white part should go away.
