1. It looks like a vector program like Illustrator made the frame. You could probably do this with Photoshop's pen tool, (but I've never cared for Photoshop's pen - so don't use it much). You could probably find some copyright-free clipart on the web or cd that would have frames like that. I don't know of any plug-in that does that precisely. (But this is just me). 2. It looks as though the wireframe was made in a 3d program. Here's how I would approach it: a. Make two images with your 3d software, one wireframe and the other rendered. b. In Photoshop, put the wireframe image above the rendered layer. (Or vice versa if you like, makes no real difference). c. Use a layer mask to reveal or hide whatever parts of the image you wish to show. (alternative c. Use the eraser tool , with varying amounts of opacity to erase the bits you want to hide).
