Well, ya gotta figure that Lucas didn't even know if he was going to find backing to film all of the first movie! I've read that, before getting picked up by 20th Century Fox, Lucas shopped his early footage around to various studios trying to get his movie made - one studio told him they'd love to use his ideas - for a Saturday Morning kid's show - I think it was going to be a sequel to Space Academy and Jason of Star Command.
