Then you're apparently doing something wrong. Or your copy of Bryce is bewitched. I just tried rotating a spotlight and it goes wherever I turn the Rotate ball. Unless... When you rotate the spotlights, are you certain you pull the right axis? No offence intended, but I found myself many times pulling one when I wanted another. What you describe sounds a lot like you're rotating the lights just around the Y axis. BTW, holding down CTRL and clicking on one of the axis dots (the ones that sprout X,Y and Z when you hold your pointer over them) around the light (or any other object) will give you a small two-way arrow and will enable you to rotate it however you choose.
