I think I remember there being an A and a B version of Win98SE, or something like that, I had lucked out and had the "newer" version, when I used it.
I know one thing I always keep updated, even for Win98SE, was a core Windows component called MDAC.
You can also try having the latest I.E. browser, latest Direct-X, there are also some other core components listed at that MDAC link, you can always try installing those, can't hurt, I used to use install them, just in case.
There is also now the ".NET Framework". Who knows, you may need that; .NET.
Not truly sure if any of that will help you, but those are things I know that you can safely install as upadtes for Windows 98/98SE. AgentSmith
