Try turning off (Use Reverse Kinematics) To both Mike's legs. Then select Mike's Body and set the figure parent to the Bike object. Then when you move the object Mike should follow. If Reverse Kinematics are turn on (Checked) on his legs, he will not move with the object. It's a P5 Thing! It should be okay to turn back on the reverse kinematics after he is parented. Don't know why but it worked for me.
