Could be. I know the 4.02 does not respect limits with IK in any method I normally use. I so rarely use trans when editing a scene so maybe I just assumed that it fixed this. Currently I have something like four versions of poser installed and have not installed 4.03 yet. Need to clean up one of the old ones first, as I have stuff in some libraries and not in others.
