Sounds to me like it's crime-fighting time. I'm sure the people at the top will take care of all this, that's just ridiculous. Ornlu, have you considered turning the ratings off? I base my picture's "success" mostly on what my little brother thinks, who is a better artist in more areas than just about anyone on the planet. But it is really cool too see other people who I don't even know commenting, or better yet, critiquing my pixels...!
