The general workflow of getting hair blowing in the wind is this: * create hair as usual * create a wind force * place the wind force where you want it * adjust range and angle so that the hair is in the wind force cone (important!) * select Animation/Recalculate Dynamics/All Hair I strongly suggest using the Turbulence parameter of the wind force and/or animating the wind's amplitude (e.g. letting it osciallate between 2 and 0 every 10 frames) for more life-like animation.
