This is not a conforming figure. It is a dynamic cloth if you need help with dynamic cloth check out this tutorial... Meshes that are going to be a cloth prop have a fairly uniform polygon distribution. This is the keep the cloth dynamics even across the entire prop. Conforming clothes need the polygons to be concentrated in the bending areas. This difference requires a completely different model to be built for the conforming figure to work properly. If I just cut this model up and made a conformer out of it it would look really nasty as soon as any thing moved, besides a skirt this tight doesn't work very well as a conforming figure.
