Unfortunately without Poser or something like 3DS Max with the character studio plugin or animation master while you could import obj files of figures you managed to download they'd be stuck in whatever postion they were uploaded in. Which 9 times out of ten is a person with their arms straight out to the sides. It wouldn't look all that lifelike. Poser in the basic level of posing a figure is very easy to learn. And there are tons of preset poses and outfits available at sites like this one. So the only issue here would be setting aside the funds to get it from your budget. There's also Animation Master at only $200 (or was it $300?) but I hear it has a much higher learning curve and fewer presets. But don't be discouraged from Poser on the issue of learning it. Basic posing is amazingly easy. All the discussion you see people doing for it comes with the more advanced stuff of making one's own custom characters or tricking Poser into behaving like it had a real rendering engine strapped onto it. :)
