When I create my textures I use both the lower head surfaces and the upper brow trans-map as well. I refer to it as the bi-brow method. In comparison V3's brows are much easier to create than Stephanies - her face maps have a number of unwanted distortions.The jpg above is from my custom V3 map for Vista V3 (link provided to see what her brows are like) the outer green line that lies in the eyebrow area is the out very edge of the upper brows. You will be able to track the upper one by this area as other eye sections in the face - use the map as you wish and paste it into your own map as reference.
The map under mine is Victoria 3 Head/Body Seam Guides by SnowSultan - He makes wounderful seam guides and his work is great help in making any texture - always a must.(free stuff)
