It's just that britain is one of the few countries in the world which doesn't have identity cards or any other form of compulsory cards for it's citizens. Britain has always been proud of it's record in citizens' privacy and the fact that we don't have an armed police force. Although this may change as there are plans afoot to introduce identity cards soon. Complete with fingerprints and retinal ID, no less. I live in italy now and it's compulsory to carry your ID card here at all times. The (heavily armed) police get very nervous if you can't prove who you are. Mind you, they're all mad here!
