You're probably right. Just the fact that you sent a thank you note probably makes them look more kindly on your next submission (with or without the cartoon). It certainly cannot hurt. The good thing about rejection letters is that it means you are actually sending in submissions, which is laudable in and of itself. Best of luck. jon
