Adding an overall color tone to the footage can be done in adobe after effects or apple final cut pro ,I use both these apps in post production but you can also use the $30 Quicktime pro as far as assigning specific colors to eyes clothe etc im not sure how that would be acheived without some major work Good Luck!!
