Well you are right, the cR2 cannot be distributed, Daz does not allow CR2's to be distributed for commercial work. So a morph pack is the way to go. I have not done anything with Victoria 3 yet, but V2 is fairly easy. If you need help i believe there exists various tutorials out there.
