There are 2 ways to approach this. One is to use props, parent them together and rotate the part you want. By clicking on 'properties' and 'display origin' you can move the rotating prop's origin to the top (the point it would rotate around). You can also save them to the prop library by selecting 'subset' in the save dialog and checking both pieces. The other way is to make a cr2 figure. A bit more complicated, but not that difficult.
