Mod's have nothing to do with the Hot 20, it's automated. And, as far as I know, votes appear immediately. I just checked this theory; I voted for an image that had 11 votes in the Hot 20, I then immediately refreshed the Hot 20 and the picture had 12 votes and it had raised one position. As for your question, I'm not sure I follow. How do YOU know how many votes a picture has in the first place? I can't even find that out. (I'm a Mod) So, how do you know that a pic has enough votes at all to appear into the Hot 20? And, I'm not sure myself how the ranking is done when multiple pics have the same number of votes, but are ranked differently. Perhaps ranking/comments are factored in.
