Those tutorials should get you started all right. However if I can chip in with a couple of things:

You hinted that you have some scaling issues. First off, the skirt OBJ must fit the figure's OBJ (as imported from the Geometries folder) exactly. If it doesn't it will never conform.

A skirt is a difficult thing to make work in Poser - maybe not an ideal first choice. :( However my tutorial gives a few hints that may be useful. Works for me, anyway...
