Adobe finally put the rounded marquee tool in Image Ready but didn't put it in Photoshop. You could try this.
  1. Select Rounded Rectangle Tool
  2. Select Paths
  3. Enter Radius
  4. Draw your rectangle, right click on it and select Make Selection

Guess Adobe is saving the rounded marquee tool for next version.
